• Amends the Illinois Emergency Management Agency Act to authorize the agency and Office of Homeland Security to adopt rules allowing not-for-profit grantees to receive a working capital advance of up to 25% of the total grant award amount if they demonstrate a need for funds to commence a project during the application process.

• Requires remaining grant funds to be paid through reimbursement after the grantee presents sufficient supporting documentation of expenditures for eligible activities.

• Applies specifically to not-for-profit organizations receiving grants under subsection (g-5) of Section 5, which funds eligible security improvements for organizations at high risk of threats or acts of terrorism.
