Adds "fire investigator" to the definition of "firefighter" under the Illinois Pension Code (40 ILCS 5/4-106) in both Division 1 and Division 2.1 municipalities.

Fire investigators in municipalities with adopted fire service divisions are now eligible for downstate firefighter pension benefits if their duties include those of a firefighter and they participate in controlling and extinguishing fires.

Amends the State Mandates Act to add Section 8.48 requiring implementation of these pension changes without state reimbursement to local municipalities.
