Amends the Illinois Vehicle Code to authorize the Secretary of State to issue special registration plates designated as Knox College plates.

Original issuance fee is $40 in addition to the applicable registration fee, and renewal fee is $27 in addition to the regular renewal fee.

Plates may only be affixed to passenger vehicles of the first division and motor vehicles of the second division weighing no more than 8,000 pounds subject to staggered registration.

Plates expire according to the staggered multi-year registration procedure established under Section 3-414.1 of the Illinois Vehicle Code.

Secretary of State has discretion over plate design, color, format, and may issue plates as vanity plates with appropriate documentation submitted by applicants.
