Requires health insurance policies, managed care plans, and self-insured plans amended, delivered, issued, or renewed on or after January 1, 2026 to cover speech therapy treatment for stuttering as either habilitative or rehabilitative services, regardless of whether stuttering is classified as developmental.

Mandates coverage for both in-person and telehealth speech therapy services without annual benefit limits, visit restrictions, or utilization review requirements, with medical necessity determined by the treating provider's clinical judgment.

Applies to state employee health benefits, county employee health plans, municipal employee health plans, school district health insurance, Health Maintenance Organizations, Limited Health Service Organizations, Voluntary Health Services Plans, and Medicaid.

Includes a federal waiver provision making the mandate inoperative if federal regulations require the state to defray costs under the Affordable Care Act or Social Security Act, except for Medicaid-authorized coverage.

Exempts implementation from state reimbursement requirements under the State Mandates Act.
