Auditor General shall conduct performance audits of the Illinois Power Agency's Renewable Portfolio Standard programs and Adjustable Block program in calendar years 2025, 2030, 2035, 2040, and 2045.

Audits shall address renewable energy goals attainment, average annual prices of renewable energy credits compared to neighboring states and Arizona, efficiency of fund spending, vendor vetting practices, solar vendor bankruptcy rates, and customer protection measures.

Each performance audit shall include physical inspections of 3 randomly selected solar sites funded through the Adjustable Block program.

Auditor General may employ energy consulting firms and shall consult with energy experts to conduct audits; all relevant entities must cooperate with the audit process.

Auditor General must report findings and recommendations by December 31 of the audit year; these provisions expire July 1, 2046.
