Amends the Illinois Freedom to Work Act to define "first responders" as currently or formerly employed emergency medical services personnel, firefighters, and law enforcement officers.

Prohibits enforcement of non-compete and non-solicit covenants for licensed mental health professionals providing services to veterans and first responders if enforcement would increase cost or difficulty for veterans or first responders seeking mental health services.

Definition applies to covenants entered into after January 1, 2025.

"Licensed mental health professional" includes persons licensed under clinical psychology, clinical social work, marriage and family therapy, nursing, and professional counselor licensing acts.
