IL SB3984

Requires all newly purchased or leased school buses to be equipped with combination pelvic and upper torso seat safety belt systems (3-point seat belts) in good operating condition meeting federal standards, effective January 1, 2026.

Applies to each designated seating position in school buses, school activity buses, multi-function school activity buses, and school-chartered buses.

Exempts school buses legally registered in another state with valid out-of-state registration plates if not operated regularly in Illinois and only used for cultural, tourist, athletic, or similar activities for out-of-state students.

Becomes effective immediately upon passage.
