Amends the Animal Control Act to clarify that veterinary exemptions from rabies inoculation are valid for one year and may be annually renewed by a licensed veterinarian.

Exemptions apply when a licensed veterinarian determines in writing that rabies inoculation would compromise an animal's health.

Maintains existing requirements for dogs, cats, and ferrets to receive rabies vaccinations, with a second vaccination within one year of the first.

Establishes that subsequent vaccine administration and duration of immunity must comply with USDA licenses of vaccines used.
