SB3992 - Best Customer Price Act

• Allows public institutions of higher education and State agencies to require suppliers and resellers to provide the best customer pricing for goods purchased by the State.

• Requires suppliers or resellers to attest that quoted prices are the best customer price and to obtain manufacturer confirmation that the same best pricing is extended to all State-registered suppliers and resellers for the goods being purchased.

• Clarifies that the requirement does not apply to goods not purchased by the State and does not regulate manufacturer-supplier relationships outside of State purchases.

• Permits public institutions of higher education and State agencies to decline bids if they determine the best customer pricing is not competitive.

• Takes effect immediately upon enactment.
