Department of Corrections must create and implement a policy for electronic scanning and processing of all incoming mail at all institutions and facilities using drug interdiction technologies.

Mail processed electronically shall be made available to committed persons only through kiosk and tablet services, rather than in physical form.

The Department Director determines whether electronically processed mail is held in storage for a period of time or destroyed.

Department must adopt rules to implement the electronic mail processing policy.

Modifies existing mail access provisions to require that mail be received by committed persons only in electronic form as provided by Department rules, while maintaining the right to inspect and read mail for security, safety, or morale reasons.
