Declares protection of fundamental human rights and dignity for all protected communities in Illinois as a state policy priority.

Affirms that Illinois civil rights laws prohibiting discrimination based on race, color, religion, sex, national origin, ancestry, age, disability, sexual orientation, gender identity, citizenship status, and other characteristics are essential protections.

Acknowledges historical and ongoing discrimination against marginalized communities and notes that hate and extremism have risen sharply in Illinois over the past five years.

Supports providing assistance and humanitarian services to Illinois residents with greatest need and effective representation of protected communities in accordance with the Illinois Constitution.

Establishes that constitutional rights under Illinois Article I, Sections 17-19 supersede any local ordinance or law that prohibits, restricts, or limits equality protections.
