Requests that school districts be included in the development and implementation of oil spill response plans for incidents involving hazardous materials storage and transport.

Directs that information be disseminated to parents of students, faculty, and staff at schools at risk from hazardous material facilities or transport routes.

Cites the 2013 Lac-Megantic, Quebec rail derailment that killed 47 people as an example of the risks posed by crude oil transport and emphasizes the need for pre-incident planning and preparedness by school personnel.

Requires suitable copies of the resolution be delivered to all emergency response planning committees throughout Illinois.
