U.S. House Representatives Danny Davis and Jesus "Chuy" Garcia introduced H.R. 4052 (The National Infrastructure Bank Act) on June 13, 2023, which would create a $5 trillion bank to finance infrastructure repairs and new 21st century projects.

Illinois infrastructure received a cumulative grade of C- from the 2021 ASCE Report Card, with critical deficiencies in drinking water (D+), roads (D+), storm water (D+), transit (D+), and inland waterways (D).

The proposed national infrastructure bank would create 25 million new jobs, enforce Davis-Bacon wages and Buy America provisions, support disadvantaged business enterprises, and require no new federal spending or taxes.

Illinois faces significant infrastructure challenges including 675,000+ lead water service lines, 106 million gallons per day of water loss, and 2,405 bridges in poor condition representing 9% of all state bridges.

The Illinois Senate urges Congress to pass H.R. 4052, with support from 26 state legislatures, the Chicago City Council, and numerous national organizations including the National Association of Counties and trade unions.
