Condemns the October 7, 2023 terrorist attack by Hamas on Israel that killed at least 1,400 people, including at least 260 at the Tribe of Nova music festival, and kidnapped at least 240 civilians including women, children, and infants.

Recognizes that Illinoisans and citizens from at least 31 American countries were victimized, including victims from Canada, United Kingdom, France, Thailand, Nepal, Philippines, Germany, Cambodia, Brazil, Paraguay, Russia, Ukraine, Mexico, and Ireland.

Affirms Israel's right and obligation as a sovereign nation to protect its citizens from terrorist attacks and hostile foreign powers in response to these attacks.

States that the attacks were motivated in part to derail peace talks between Israel and Middle East nations including Saudi Arabia, and will create instability and endanger deployed American civilians, government employees, and military personnel.
