Fernando Reynard Shipley passed away on August 3, 2024; he was born in Florence, Alabama on August 2, 1953.

Hired by the Waukegan Police Department in September 1979, he worked in patrol, investigations, and traffic before being promoted to sergeant, then lieutenant, and serving as commander of the Juvenile Bureau; he retired in 2004.

Elected to the Waukegan Community Unit School District #60 Board of Education in 2003, he served as a board member and president while working on community initiatives and mentoring young men.

Received multiple awards including Patrolman of the Year, Waukegan Exchange Club Officer of the Year, Lake County Political Leadership Award as Most Influential African-American, and the 2019 Drum Major Award from Waukegan Township.

Survived by his wife of 46 years Dr. Harlene Shipley, son Matthew, daughter Rochelle Lynee, two grandchildren, and extended family; the Senate expresses condolences to his family and loved ones.
