Directs the Illinois Auditor General to conduct a comprehensive audit of the Department of Children and Family Services (DCFS) handling of contracts and administration related to Aunt Martha's Integrated Care Center and A-Alert Security Services Inc.

Audit must examine contracts, abuse allegations, background checks, staff hiring practices, the backdating of protective plans, and whether all abuse allegations were properly investigated.

Audit must review the spending of State funds at both Aunt Martha's and A-Alert Security Services Inc. and determine whether Illinois State officials acted outside the law regarding abuse and oversight failures.

Requires DCFS and other relevant State agencies to cooperate fully with the Auditor General's Office during the audit process.

Directs the Auditor General to commence the audit as soon as possible and report findings and recommendations in accordance with Section 3-14 of the Illinois State Auditing Act.
