Repeals Section 3-5 of the Election Code, which currently prohibits persons serving a sentence of confinement in any penal institution from voting until released from imprisonment

Removes language from the Unified Code of Corrections stating that a person sentenced to imprisonment loses the right to vote until released

Eliminates provisions in multiple Election Code sections that excluded incarcerated persons from population counts used to determine voting equipment requirements for counties and municipalities with populations of 35,000 or 40,000 or more

Effective date of January 1, 2026
