Authorizes the Department of Central Management Services to contract with an administrator within 6 months to establish a State Retiree Medicare Primacy Coordination Audit and Assistance Program, working with Illinois's 5 state-funded retirement systems

Requires annual audits of the State Employees Group Insurance Program, Teachers' Retirement Insurance Program, and College Insurance Program to identify participants and dependents eligible for Medicare but not enrolled

Ensures Medicare-eligible retirees, annuitants, survivors, and dependents are enrolled with Medicare as their primary coverage and state health benefits as secondary coverage

Provides assistance to disabled individuals not enrolled in Social Security Disability Insurance and Medicare, including outreach, eligibility analysis, and representation for SSDI claims

Requires the administrator to submit annual reports to the Department, all 5 retirement systems, and the General Assembly detailing the number of individuals transitioned and cost savings to the state; effective January 1, 2026
