Amends the Firearm Owners Identification Card Act to add misdemeanor stalking convictions from other states as grounds for FOID card denial or revocation

Grants Illinois State Police authority to deny new FOID applications or revoke and seize existing FOID cards from individuals convicted of misdemeanor stalking in another jurisdiction

Applies to convictions for stalking or "similar misdemeanor offenses" committed outside of Illinois

Adds this disqualifying condition to both the application requirements (Section 4) and the grounds for denial and revocation (Section 8) of the Act
