Expands the definition of "school grounds" for developer donations and impact fees to explicitly include costs of constructing new school buildings when necessitated by a specific development or subdivision

Requires the affected school district to certify both the necessity and costs of new school building construction before developer donations or impact fees can be used for this purpose

Amends Section 11-12-5 of the Illinois Municipal Code regarding plan commission and planning department powers

Takes effect immediately upon becoming law
