Expands the offense of "mob action" under the Criminal Code to include knowingly or recklessly performing controlled skid maneuvers (drifting) where the vehicle makes a controlled skid sideways through a turn, if the activity results in force or violence disturbing the public peace

Adds street racing to the mob action statute when it results in the use of force or violence disturbing the public peace, with "street racing" defined per Section 11-506 of the Illinois Vehicle Code

Classifies both new offenses (drifting and street racing that disturb public peace) as Class 4 felonies, the same penalty level as existing mob action involving force or violence

Amends tow rotation list procedures to allow law enforcement agencies to authorize their officers to tow vehicles directly to agency-designated locations, rather than requiring use of private towing services

Requires law enforcement officers who tow vehicles themselves to record the license plate number of the towed vehicle
