Amends the Illinois Local Library Act and the Public Library District Act of 1991 to allow nonresident library card fees to be paid quarterly or biannually, if permitted by the library board's regulations

Previously, nonresident fees were required to be paid in full; this change provides more flexible payment options for people living outside library service areas who wish to obtain borrowing privileges

The bill maintains existing requirements that nonresident fees must equal at least the cost paid by residents, as determined by the Illinois State Library's formula

Existing exemptions from nonresident fees remain unchanged, including for property owners/leasers paying library taxes, participants in library system agreements, and low-income students in unincorporated areas

Takes effect immediately upon becoming law
