Sentencing judges may assign eligible individuals to community-based settings that offer housing, workforce training, mental health counseling, and restorative justice programming; all providers must have written agreements with restorative justice courts

Community-based providers receive monthly compensation equivalent to the per-inmate cost of incarceration, funded through the Department of Corrections' existing contractual services budget

Department of Human Services approves eligible providers and establishes operational standards for housing conditions, workforce training quality, and mental health services, while monitoring compliance

Providers must submit annual reports on participant outcomes including recidivism rates and employment statistics; Department of Corrections reports program performance and cost savings to the General Assembly annually
