Redirects Illinois Hydraulic Fracturing Tax Act revenue from the General Revenue Fund to two new destinations: 80% to the Pension Stabilization Fund and 20% to a newly created Carbon Dioxide Pipeline Fund

Creates the Carbon Dioxide Pipeline Fund as a special fund in the State treasury

Designates the Illinois Commerce Commission to use Carbon Dioxide Pipeline Fund moneys to supervise and regulate carbon dioxide pipeline industry operations in Illinois

Takes effect immediately upon becoming law
