Expands the Essential Support Person Act to include community-integrated living arrangements (CILAs) under the jurisdiction of the Department of Human Services, in addition to facilities already regulated by the Department of Public Health

Adds a new definition of "Home" to mean community-integrated living arrangements as defined in the Community-Integrated Living Arrangements Licensure and Certification Act

Amends the definition of "Resident" to include persons living in or seeking admission to a "home" (CILA), not just facilities

Extends existing rights for residents to designate primary and secondary essential support persons to provide physical, emotional, psychological, and socialization support to those living in community-integrated living arrangements
