Adds xylazine to Schedule III of the Illinois Controlled Substances Act, classifying it as a controlled substance with potential for abuse and depressant effects on the central nervous system

Exempts licensed Illinois veterinarians from controlled substance restrictions when using FDA-approved xylazine products on animals or when administering xylazine to nonhuman species as permitted under the Federal Food, Drug, and Cosmetic Act

Allows continued manufacturing, distribution, and use of xylazine as an active pharmaceutical ingredient for FDA-approved animal drugs without treating it as a controlled substance

Permits licensed certified euthanasia technicians employed by certified euthanasia agencies to use xylazine without controlled substance restrictions

Authorizes wildlife biologists to use xylazine during legal fieldwork when under the indirect supervision of a veterinarian
