Expands eligibility for financial aid to Illinois resident students who are ineligible for federal aid, including transgender students disqualified for not registering for selective service and noncitizen students without lawful permanent residence

Extends financial aid eligibility beyond state-funded programs to include aid offered by units of local government, in addition to state agencies and public institutions of higher learning

Covers various forms of assistance including scholarships, grants, awards, stipends, room and board assistance, tuition waivers, and other financial or in-kind assistance

Removes caps on Monetary Award Program grant assistance for eligible students, except those required by state law, to promote equity and retention of Illinois residents

Requires eligibility requirements to be interpreted broadly to maximize access for Illinois resident students in accordance with state law or policy
