Prohibits municipalities from levying or collecting use, occupation, privilege, or excise taxes (including parking excise taxes) on transactions occurring at joint-use airports or on property exclusively serving such airports

Defines "joint-use airport" as an airport owned in whole or in part by a county, located in a county with population over 200,000 that borders the Mississippi River, and used by both military and civilian aircraft

Amends the Illinois Municipal Code by adding Section 11-101-4

Explicitly designates this restriction as a denial and limitation of municipal home rule powers under the Illinois Constitution
