Amends the Sanitary District Act of 1936 to allow the Southeast Joliet Sanitary District to be dissolved and transfer its assets, liabilities, and responsibilities to the City of Joliet and, if necessary, Will County

Dissolution requires the District's board to adopt a resolution dissolving the District, followed by the City of Joliet's city council adopting an acceptance resolution within 14 days

Each resolution must state the reasons for dissolution, confirm no outstanding debts exist or that Joliet has funds to satisfy them, verify no federal or state permits or grants will be impaired, and confirm Joliet assumes all District assets and responsibilities

Assets deemed unnecessary by the City of Joliet for continued operation of the District's facilities will transfer to Will County's responsibility and control

The City of Joliet must notify the Illinois Environmental Protection Agency of the dissolution within 60 days of the resolution's effective date
