Department of Insurance must conduct an inquiry into liability insurance practices for community-based providers of foster care and adoption services

Survey of insurers must gather information on licensed liability carriers, premiums, coverage types, exclusions, limits of liability, claims descriptions, and premium drivers in both Illinois and other states

Survey must also examine the excess and surplus insurance markets, coverage changes in other industries, and efforts by other states to address liability insurance market challenges

Department must complete the finalized survey by April 1, 2026, and share findings with stakeholders, the General Assembly, and the Governor

Act takes effect immediately upon becoming law and automatically repeals on November 1, 2026
