Expands the Illinois Department of Public Health Medical Director's responsibilities to include advising on disease control for FDA-licensed immunizations and issuing guidance on immunizations or medical countermeasures based on medical and scientific evidence

Establishes a new pharmacy support program through the Department of Commerce and Economic Opportunity, funded by pharmacy benefit manager fees, to provide grants to critical access pharmacies, small retail pharmacies, pharmacies in underserved areas, and high-Medicaid pharmacies

Creates an Immunization Advisory Committee with up to 21 members serving staggered 6-year terms to advise the Director of Public Health on immunization issues, with authority to override the Director's guidelines by two-thirds vote for at least 6 months

Requires health insurance policies to cover immunizations recommended in the new State Guidelines for Communicable Disease Prevention without cost-sharing, with coverage required within 15 business days if state guidelines reinstate federal recommendations that were reduced or withdrawn

Amends pharmacy practice law to allow pharmacists to vaccinate patients ages 3 and older (expanded from age 7) for vaccines on approved federal schedules or state guidelines, including intranasal administration, with required reporting to the state immunization registry
