Requires the Illinois State Police to analyze and report data on cases involving stolen firearms or firearms with obliterated serial numbers used in offenses, publishing results on publicly accessible databases and submitting reports to the General Assembly, Governor, and Attorney General

Mandates circuit court clerks to report firearm serial numbers (or note if obliterated) to the Illinois State Police in any case where a firearm is alleged to have been used in an offense, effective January 1, 2026

Requires the Illinois State Police to automatically deny, suspend, or revoke a Firearm Owner's Identification Card when a physician, clinical psychologist, or qualified examiner reports a person poses a clear and present danger, rather than leaving this as discretionary

Establishes by January 1, 2026 an expedited review process through the FOID Card Review Board for individuals whose cards were denied or revoked based on clear and present danger determinations, including disclosure of relevant information to the individual

Grants civil immunity to the FOID Card Review Board, Illinois State Police, and their employees/agents for decisions related to granting, denying, suspending, or revoking Firearm Owner's Identification Cards
