Creates the "Seniors Deserve Dignity Program" administered by the Department of Healthcare and Family Services to provide monthly supplemental personal needs payments to residents of supportive living facilities who receive medical assistance

Beginning July 1, 2025, qualifying persons receive $30 monthly supplement, bringing total personal needs allowance to at least $120 per month

Beginning July 1, 2026, the supplement increases to $60 monthly, bringing total personal needs allowance to at least $150 per month

Starting July 1, 2027, payment amounts will be adjusted annually for inflation based on the Consumer Price Index-U

Supplemental payments are excluded from income calculations for determining eligibility or benefit amounts for any state public aid programs
