Prohibits pharmacy benefit managers (PBMs) and their affiliates from "steering" covered individuals to specific pharmacies

Defines "steering" to include: requiring use of PBM-owned pharmacies, implementing plan designs that increase costs for using non-PBM pharmacies, and reimbursing independent pharmacies less than PBM-affiliated pharmacies for the same products/services

Allows the Department of Insurance to establish additional prohibited steering actions through administrative rules

Violations constitute unfair or deceptive practices in the business of insurance under the Illinois Insurance Code

Effective date: July 1, 2025
