Creates a licensing framework for "social gaming board games" - 100-square grid games where winners are determined by matching final scores of sporting events to selected boxes (commonly known as "football squares")

Requires three types of licenses from the Illinois Gaming Board: manufacturers ($5,000 annual fee), distributors ($1,000 annual fee), and location operators ($50 annual fee)

Limits social gaming locations to establishments already licensed to host video gaming terminals under the Video Gaming Act

Caps maximum payouts at $1,199 per social gaming board game

Mandates annual reports to the Governor and General Assembly from December 31, 2025 through 2029 on implementation, and authorizes emergency rulemaking for expeditious implementation
