Creates statewide license reciprocity for food trucks, allowing a license or permit obtained from any Illinois municipality, county, or township to be valid in all other jurisdictions across the state

Requires food trucks to pass two inspections before qualifying for statewide recognition: one by a local health department following FDA recommendations and one by a local fire department or fire protection district following National Fire Prevention Association recommendations

Defines "food truck" as a fully enclosed food service establishment on a motor vehicle or trailer from which food is prepared, cooked, sold, or served; excludes food carts and ice cream trucks

Preserves local authority to impose placement restrictions, zoning requirements, and fees on food trucks, provided these are applied uniformly to all food trucks regardless of where they obtained their license

Limits home rule authority, prohibiting municipalities from regulating food trucks in ways inconsistent with the Act; effective January 1, 2026
