Amends the Prevailing Wage Act to require all penalties imposed under the Act be remitted to the Illinois Department of Labor

Directs that penalty funds collected be used specifically for the administration and enforcement of the Prevailing Wage Act

Existing penalty structure remains unchanged: 20% of underpayments owed to the Department for first violations, 50% for second or subsequent violations

Punitive damages to workers also remain: 2% per month for first violations, 5% per month for repeat violations on unpaid amounts
