Amends the Military Veterans Assistance Act to add a statutory definition of "veteran" that currently does not exist in the Act

Defines "veteran" as a person who served at least 90 days on active duty with a discharge other than dishonorable, or who received a service-connected disability or died in service

Includes National Guard members and reservists who received service-connected disabilities or died in service under conditions other than dishonorable

Recognizes anyone determined to be a veteran by the U.S. Department of Veterans Affairs as qualifying under the definition

Requires the person's service to have been entered into or served in Illinois, or that the person resided in the state for at least one day (except when determining residential eligibility of a deceased veteran's dependents)
