Amends the Illinois Century Network Act to establish a prioritization system for connecting anchor institutions to the state's broadband network

First priority: anchor institutions within 5 miles of the existing middle-mile network infrastructure

Second priority: anchor institutions within 10 miles of the existing middle-mile network

Third priority: anchor institutions more than 10 miles from the existing network that are eligible for E-rate federal discounts at 60% or higher

Fourth and fifth priorities: institutions requiring expanded middle-mile infrastructure, followed by those needing last-mile infrastructure expansion
