Public library districts levying a tax under the Act must establish a 7-member community mental health board, with members appointed by the president of the library district's board of trustees

Public library districts would be eligible to accept donations of property and funds for community mental health purposes and receive grants-in-aid from the Secretary of Human Services

Mental health services covered include services for persons with developmental disabilities or substance use disorders, with the option to contract with private or public entities for facilities and services
