Expands Illinois Emergency Management Agency (IEMA) grant eligibility for security improvements to include public libraries alongside existing not-for-profit organizations

Defines "public library" as nonprofit libraries established under the Illinois Local Library Act, Public Library District Act of 1991, Illinois Library System Act, Village Library Act, or maintained by a unit of local government

Eligible security improvements include physical security upgrades, security training, preparedness exercises, and contracting with security personnel to prevent, prepare for, or respond to threats, attacks, or acts of terrorism

Organizations must demonstrate they are at high risk of threats, attacks, or terrorism based on their profile, ideology, mission, or beliefs to qualify for grants

Amends Sections 4 and 5 of the Illinois Emergency Management Agency Act (20 ILCS 3305)
