Creates the Mobile Panic Alert System Act, also known as "Alyssa's Law," requiring all Illinois public schools, including charter schools, to implement a mobile panic alert system called "Alyssa's Alert" beginning with the 2026-2027 school year

The panic alert system must connect diverse emergency services technologies to ensure real-time coordination between multiple first responder agencies and integrate with local 911 infrastructure to transmit emergency calls and mobile activations

State Board of Education must issue a competitive solicitation during fiscal year 2026 to contract for a mobile panic alert system available to all school districts, developed in consultation with Illinois State Police and Illinois Emergency Management Agency

School districts may implement additional emergency coordination strategies or systems beyond the required mobile panic alert system

Effective date is January 1, 2026, with a note that the State Mandates Act may require reimbursement to local governments for implementation costs
