Creates the Uniform Public Expression Protection Act to provide expedited dismissal procedures for lawsuits targeting a person's communications in governmental proceedings, statements on issues under government review, or exercise of constitutional rights (speech, press, assembly, petition, association) on matters of public concern

Allows defendants to file a special motion for expedited relief within 60 days of being served, with courts required to hold hearings within 60 days of filing and issue rulings within 60 days after the hearing

Automatically stays all proceedings between parties upon filing of a special motion, including discovery and pending hearings, until the court rules on the motion and any appeal period expires

Requires courts to award court costs, reasonable attorney's fees, and litigation expenses to the prevailing moving party; responding parties may recover fees only if the court finds the motion was frivolous or filed solely to delay proceedings

Excludes from coverage: lawsuits against government entities or officials acting in official capacity, government enforcement actions to protect public health or safety, and commercial speech claims against businesses related to their goods or services sales
