Amends the Downstate Forest Preserve District Act, Rights of Married Persons Act, Illinois Religious Freedom Protection and Civil Union Act, Conveyances Act, and Joint Tenancy Act to replace gender-specific terms like "husband," "wife," "his," "her," "he," and "she" with gender-neutral language such as "spouse," "the commissioner," "the appointee," and "married person"

Expands the definition of "party to a civil union" to explicitly include terms like "marriage," "married," "husband," "wife," "bride," "groom," and "wedlock," regardless of whether the parties are of the same or different sexes

Exempts quitclaim deeds from all recording fees when executed solely to reflect a legal name change where the grantor and grantee are the same individual or individuals

Updates property law provisions regarding tenancy by the entirety to apply to "individuals married to each other" or those "in a civil union" rather than specifically to "husband and wife"

Modernizes statutory language throughout multiple Illinois property and family law statutes while declaring that these changes (except for the quitclaim deed fee exemption) are declarative of existing law
