Amends the Prevailing Wage Act to reorganize and reformat the definition of "public works" into a numbered list structure for clarity

Expands coverage to explicitly include public utility construction projects performed by third-party contractors in public rights-of-way, regardless of whether paid with public funds

Maintains existing prevailing wage requirements for projects financed with state bonds, grants, or loans, including wind and solar facilities, electric vehicle charging stations, and renewable energy projects

Clarifies that work done directly by public utility company employees remains excluded from prevailing wage requirements

Preserves exemptions for owner-occupied residential projects and agricultural soil and water conservation work performed by landowners
