Allows rental companies to notify customers of failure to return rented vehicles, equipment, or property via electronic means (email, text, or both), in addition to certified mail

Shortens the return deadline to 24 hours after electronic notification, compared to 3 days for mailed written demands

Expands the theft offense to include placing rented vehicles, equipment, or personal property for sale during or after the rental period

Authorizes courts to order convicted offenders to reimburse victims for court filing costs, attorney's fees, and other related costs, in addition to existing restitution provisions

Applies to rental property exceeding $500 in value, including motor vehicles, construction equipment, tools, and event rental items (linens, tents, tables, chairs)
