IL HB1104

Amends the Decennial Committees on Local Government Efficiency Act to make formation of local efficiency committees optional rather than mandatory for governmental units

Changes the requirement from "must form" to "may form" a committee to study local efficiencies and report recommendations to the county board

Committees, if formed, would still be required to meet at least once every 10 years starting from June 10, 2023

Maintains existing provisions for committee membership, including governing board members, at least 2 appointed residents, and executive officers serving without compensation

Preserves the option for township road districts in counties under 400,000 population to form joint committees with township boards
