Former or active first responders (law enforcement officers, firefighters, EMS personnel) and military service members seeking Illinois educator licenses would receive refunds for content area knowledge tests and teacher performance assessments, subject to appropriation

First responders and military members would be exempt from application fees for Professional Educator Licenses ($100), Educator Licenses with Stipulations ($100), Substitute Teaching Licenses ($50), and Short-Term Substitute Teaching Licenses ($25)

"Military service member" includes current members, retirees, and honorably discharged members of the U.S. Armed Services, Reserve Forces, or Illinois National Guard

"Former or active first responder" includes those currently serving or who have previously served as law enforcement officers, firefighters, or emergency medical services personnel
