IL HB1142

Requires voter approval by referendum before a municipality can adopt an ordinance designating a Tax Increment Financing (TIF) redevelopment project area, with the referendum needing majority approval from voters in each affected taxing district (school districts, park districts, library districts, townships, fire protection districts, and counties)

Mandates that the ordinance or resolution initiating the public hearing process must be adopted at least 79 days before the election in which the referendum will be held

Expands public notice requirements to include publication on the municipality's website at least 30 days before the referendum election, in addition to existing newspaper publication and mailing requirements

Requires mailed notices be sent by certified mail to every registered voter in the affected taxing districts, rather than just property owners within the proposed TIF area

Notices must now include a copy of the proposed ordinance designating the redevelopment project area, a list of all taxes levied by affected taxing districts, a statement of projected impact on those districts, and the proposed referendum language
