Prohibits stores and food service businesses from providing or selling single-use plastic carryout bags to customers, effective 18 months after the bill becomes law

Prohibits grocery stores (self-service retail establishments of at least 2,500 square feet selling household foodstuffs) from providing or selling single-use paper carryout bags to customers

Exempts certain bags from the definition of "carryout bag," including bags for uncooked meat/fish/poultry, loose produce, live animals, prepared foods, laundry/dry cleaning, pharmacy prescriptions, and newspapers

Allows reusable carryout bags made of polypropylene, PET nonwoven fabric, nylon, cloth, hemp products, or other machine-washable fabric with stitched handles

Preempts home rule authority, making regulation of single-use plastic and paper carryout bags an exclusive state power
